The Beast: Two Visions—One Final Kingdom

Across the span of centuries, two prophets—Daniel and John—were shown extraordinary visions that foretell the rise and fall of global empires. Though separated by hundreds of years, their revelations intersect in a profound way. King Nebuchadnezzar’s dream of a statue and the prophet Daniel’s vision of four beasts reveal the progression of earthly kingdoms. Yet it is the fourth kingdom, terrifying and unlike any before it, that captures the spotlight. The Apostle John also saw this kingdom in his vision recorded in Revelation. He described it as a beast rising from the sea.

In this post, we will dive deep into the meaning of this fourth kingdom—also called The Beast—drawing from Scripture, prophetic symbolism, and previous studies. We will also explore how the earlier kingdoms merge into this final power structure, revealing its unique—and dangerous—nature.

The Vision of the Fourth Beast

Daniel 7:7 describes the fourth kingdom with vivid, fearsome imagery:

“After this, as I watched in my vision in the night, suddenly a fourth beast appeared, and it was terrifying—dreadful and extremely strong—with large iron teeth. It devoured and crushed; then it trampled underfoot whatever was left. It was different from all the beasts before it, and it had ten horns.”

Daniel’s description emphasizes not only the strength of this beast but also its brutality and uniqueness. Its “iron teeth” and “ten horns” stand out, signaling a power sharing structure that is both violent and deeply rooted in domination. The phrase “different from all the beasts before it” marks this kingdom as a hybrid—a mixture of former systems transformed into a multi-polar power-sharing structure.

The Beast That Rose from the Sea

John’s vision in Revelation 13 builds on Daniel’s prophecy, offering even more detail:

Revelation 13:1-2 — “Then I saw a beast with ten horns and seven heads rising out of the sea. There were ten royal crowns on its horns and blasphemous names on its heads. The beast I saw was like a leopard, with the feet of a bear and the mouth of a lion. And the dragon gave the beast his power and his throne and great authority.”

What we see in Revelation reveals the nature of this new system. The beast is not a single animal but a terrifying blend: leopard, bear, and lion. Each of these represents earlier empires identified in Daniel’s vision—Greece, Medo-Persia, and Babylon. This final beast embodies the characteristics of all three and becomes something entirely new—a composite power granted authority directly from the dragon, or Satan.

The Leopard: A Democracy in Disguise

Revelation notes that the beast is like a leopard. In Daniel’s visions, the leopard represents the realm of Greece—the third kingdom—which spiritually symbolizes democracy. While this final system may appear to function under democratic principles, its true nature is deceptive. It hides behind a façade of liberty, but its actions betray a totalitarian core.

In the modern world, democracy has become a dominant ideology, but this beast will manipulate democratic processes for authoritarian ends. It will masquerade as a voice of the people while enacting the will of the dragon.

The Bear: Authoritarian Control

Though the beast has the look of a leopard, it walks on the feet of a bear. The bear, representing the realm of Medo-Persia—the second kingdom—is a symbol of authoritarian governance. Daniel described this bear as “raised up on one side,” showing an eventual leaning toward one specific form of authoritarianism. Based on a spirit-led interpretation, these two sides of the bear represent two types of authoritarianism: absolute monarchy and communism.

In the final kingdom, this authoritarian control will support the democratic illusion, creating a dangerous paradox—freedom cloaked in fear, order built on oppression.

The Lion: A Theocratic Voice

The beast speaks with the mouth of a lion. The lion represents Babylon in Daniel’s vision—the first kingdom. Babylon is the model of a theocracy where the the leader ruled with absolute spiritual and political power. The Beast will mirror this by giving a religious dimension to its authority. It will not only enact laws but claim spiritual legitimacy.

This religious voice—the “mouth of a lion”—will become the lawmaker, commanding the worship and obedience of the world. Scripture hints that this system will eventually receive a “spirit”—symbolized in Daniel as a “heart” given to the lion. This likely points to a spiritual awakening that gives the system supernatural influence. We will explore that dimension more in a future post.

The Dragon: Source of Power and Pride

The beast does not derive its strength from within.

Revelation 13:2 — “The dragon gave the beast his power and his throne and great authority.”

Here, the dragon is Satan—the embodiment of pride and rebellion against God. The devil transfers his authority to the Beast, empowering it with deceptive influence and supernatural dominion.

Revelation 13:4 — “People worshiped the dragon because he had given authority to the beast, and they also worshiped the beast and asked, ‘Who is like the beast? Who can wage war against it?’”

This worship is not just political loyalty—it is idolatry. Humanity will exalt this system with great pride, not realizing that by honoring the Beast, they are worshiping Satan.

Iron Teeth and Bronze Claws: Power and Reach

Daniel 7:19 reveals even more about the Beast’s construction:

“…devouring and crushing with iron teeth and bronze claws, then trampling underfoot whatever was left.”

The “iron teeth” symbolize unmatched military power—relentless, unyielding, and cold. This system will use its military might to crush resistance, control populations, and enforce global policy.

Meanwhile, the “bronze claws” suggest a calculated, manipulative approach. Bronze, associated with Greece or democracy in Nebuchadnezzar’s statue dream, points to the use of democratic tools—elections, policies, and diplomacy—as predatory weapons.

This Beast will not only crush with tanks but also claw its way into society through subtle legislative and ideological shifts.

Ten Horns and Seven Heads: A Mystery for Another Time

Revelation and Daniel both describe the Beast as having “ten horns.” These represent ten “power blocs” who will rise with the Beast and share in its power. However, they are not yet fully revealed at this point although we already have examples of these powers in ASEAN and European Union power-sharing systems. As we continue this series, we will explore these “horns” and the mysterious “seven heads” in greater detail. For now, know this: the infrastructure of the Beast is already forming, and the signs of its coming are visible to those who are watching.

Conclusion: The Final Kingdom Is Rising

To summarize, the fourth beast in Daniel’s vision—and the terrifying beast that rises from the sea in Revelation—are one and the same. This is the final earthly kingdom, composed of elements from Babylon, Persia, and Greece. It blends religious authority, authoritarian rule, and democratic appearance into a single global system. And at its core lies the power of the dragon—Satan—who gives it life, voice, and dominion.

This Beast will rule with iron, speak with spiritual authority, and deceive the world with promises of peace. But its end is foretold.
